Accelerated Delivery Initiative - Province of British Columbia
Along with many other organizations in Canada, the B.C. government is facing significant workforce challenges as large numbers of personnel retire, and fewer skilled replacements are available to hire, train and retain. The Province spends approximately $3 billion each year on procurements and contract management for goods and services, so it must have skilled and knowledgeable staff to continue that work without interruption.
Wait Lists for New Training
NECI developed the Procurement and Contract Management Program (PCMP) for the B.C. government in 2004/05. It is the first integrated, competency-based procurement certification program for public-sector employees in Canada. With high demand for Procurement and Contract Management Program (PCMP) courses and long wait lists, the government recognized that it needed an alternative delivery model to train a targeted audience and build critical internal procurement capacity in this at-risk job stream as quickly as possible.
Building More Procurement Capacity More Quickly
In October 2006, NECI designed and delivered the Accelerated Delivery Initiative (ADI) to meet this specific need. The ADI accelerated the learning of a group of 22 selected procurement staff, who completed eight days of training (a five-course subset of the PCMP) within a two-week period.
Results
What's Next
The ADI has been accepted as an excellent model for targeted training programs, and, since the pilot run, B.C. government learners have participated in three more sessions.
