Metro Vancouver (formerly The Greater Vancouver Regional District) delivers a broad range of municipal services to more than 2 million residents in the Lower Mainland. Metro Vancouver includes 22 member municipalities and one electoral area.
Making Training an Opportunity
NECI has been delivering contract management training to Metro Vancouver on a regular basis since 1996. Metro Vancouver not only participates in Signature Seminars and Procurement and Contract Management Program (PCMP) courses, it also acts as a 'host', inviting other municipal organizations to attend. Hosting sessions encourages the sharing of best practices and ideas across organizations and creates opportunities for networking and peer-to-peer learning.
Customizing For Client Needs
Working with Metro Vancouver, NECI has designed and developed three courses to address issues specifically encountered by municipal-sector employees. In 1996, NECI customizedLaw of Competitive Bidding. NECI regularly updated and offered this course until 2004, when it was replaced withBest Practices in Municipal Purchasing.
In 1998, unable to find any courses that could address the wide range of negotiating situations encountered by its staff, Metro Vancouver asked NECI to develop a custom course on negotiations. NECI consulted extensively with user groups and designed a one-day seminar,How to Negotiate and Resolve Disputes, which was delivered five times during 1998/99 to Metro Vancouver personnel from more than half a dozen departments.
In June 2004, NECI developed a customized course calledBest Practices in Municipal Purchasing, a two-day, comprehensive seminar covering the latest court decisions and leading-edge business strategies for getting maximum value from tenders and Requests for Proposals. Still offered on a regular basis, this course always receives glowing evaluations and comments from participants.
