Ontario Realty Corporation
The Ontario Realty Corporation (ORC) manages one of Canada's largest real-estate portfolios - approximately 6,000 buildings and 95,000 acres of land - on behalf of the Ontario provincial government. The ORC buys and sells properties and oversees building maintenance, repair and operational services. It also provides leasing and lease administration services and manages major construction, repair and alteration projects.
Changing Needs
To help the ORC deal with a move to outsourcing a significant number of facilities and land management services in 1999, NECI designed, developed and delivered three different customized contract management courses for ORC staff. Following the major outsourcing, ORC underwent changes in staff, leadership and organizational structure, with an increased emphasis and focus on delivering quality customer service. The ORC wanted to ensure that its staff was able to manage service levels, as well as any delivery issues that arose with existing and new contracts that came out of the competitive procurement process. So, in 2005, the ORC asked NECI for a refresher training course on contract management.
The Challenges
The challenges were twofold. The first was to design a customized contract management course that reflected learning objectives specific to the ORC. The course had to reflect ORC contract provisions and reinforce corporate procurement policies, procedures and templates.
Second, the course needed to meet the learning needs of participants with a range of skill and experience.
Results
According to client feedback, the new course that NECI designed met the learning needs of all of the different levels of skill and experience. The client expressed a high level of satisfaction and, after the first two course deliveries, requested two additional sessions. In post-course evaluations from the learners, the average response for all four deliveries was 4.6 out of 5.0.
