Pre-course Work Ensures Learners are Prepared

We provide learners with pre-reading materials in advance of classroom sessions and give them an appropriate time period to complete the assignments.

 

Learners complete online assessments that alert them to areas where they are weak. Instructors utilize the aggregate results from the online assessments to anticipate which areas need to be emphasized during classroom delivery.

 

Most importantly, pre-course work ensures that all learners arrive at the classroom with a base level of shared knowledge.

 

Pre- and Post-course Assessments Show Increases in Skills and Knowledge

Most of our courses test the learner's awareness of concepts and their ability to make judgements using typical contracting scenarios. In advance of the classroom portion of the course, each learner completes an online assessment consisting of 10-15 questions.

 

After the training, each learner completes a post-course assessment, another set of 10-15 questions. Comparing the aggregate totals of the baseline (pre-course assessment) to the final outcome (post-course validation) provides a concrete measure of increases in knowledge and skills.

 

For example, in the PCMP course, Law and Ethics for Competitive Procurement, delivered on behalf of the Province of B.C., participants knowledge typically increased by as much as 64%. For the approximately 2500 people who attended PCMP courses in the past two years, the average increase was 28%.

 

Recognition, Awards and Studies Confirm Value of Training

 

Recognized Certificate Within B.C. Government

The Province of B.C. has adopted the Procurement and Contract Management Program (PCMP) as a central part of its province-wide training initiatives. Over 3400 government employees are currently enrolled in the program and 107 learners have graduated from the program.

 

Recognition means that it is part of the qualifications for government job postings and for promotion within a wide range of jobs. Whether your organization is public sector, quasi public sector or private, the majority of our courses are recognized by the Province of B.C.

 

PCMP is the Recipient of Two Awards

In November 2007, the Procurement and Contract Management Program was the recipient of a Deputy Minister's Award of Excellence in the Partnership with Stakeholder category (Province of B.C.)

 

This award recognizes a group or team within the B.C. government that has the "desire to work co-operatively with all stakeholders to meet mutual goals. It involves awareness that a relationship based on trust is the foundation for success in delivering results."

 

In 2005, the program won the Leadership in Public Procurement Award, sponsored by the Canadian Public Procurement Council, Summit Magazine and MERX.

 

Academic Study Reports on Learner's Positive Experiences

Dr. Rebecca Grant of the University of Victoria and Dr. James Danziger of the University of California at Irvine, conduct research on the impact and benefits of e-learning in the workplace. In June and July 2007, Dr. Grant surveyed participants in the Procurement and Contract Management Program (PCMP), exploring the factors that influence enrollment in the PCMP. The survey gathered data from 319 individuals who had participated in Level 1 and/or Level 2 courses of the PCMP.

 

Overall, participants were positive about the PCMP online experience. Learners found the program easy to use, considered the tools easy to master and demonstrated a high degree of self-confidence and self-efficacy in mastering the delivery system.

 

Internal Audit Finds Good News

A B.C. government internal audit report stated "PCMP is already having a significant positive impact on government procurement and should continue to do so in the longer term."

 

Compare this to other internal audit reports that identify serious problems in contract management, gaps in staff competency, and lack of accountability. These types of reports put organizations in a defensive position. Instead of defending your position, put your organization on the road to positive change.

 

Courses Receive Consistently High Evaluations

    The average course evaluation for PCMP instructor-led courses is 4.6 out of 5.0. We achieve similar ratings from participants in Signature Seminars.

     

    The Province of B.C. engages an outside facilitator to conduct annual focus groups with participants from the Procurement and Contract Management Program. These sessions provide us with further proof that the program is helping participants do their job and is contributing to the success of the organization.
